For fiscal year 2009, Spain’s expenditure on R&D declined 0.8% to €14,582 million ($19,332 million), accounting for 1.38% of GDP. The business sector accounted for 51.9% of total R&D expenditure, a decline of 6.3% from 54.9%. Tertiary education comprised 27.8%, an increase of 3.1% from 26.7%. Public administration R&D expenditure made up 20.1%, increasing 9.5% from 18.2%. Public administration financed 47.1% of R&D activities. The private sector financed 43.4%. The remainder was funded by tertiary education and the private nonprofit institution sector, with 3.4% and 0.6%, respectively. Industry comprised 46.3% of R&D expenditure, of which companies in the service sector made up 50.5%. R&D services made up 20.6% of total expenditure. A total of 220,777 people were employed full time in R&D activities, with the number of researchers totaling 133,803.
