ARRA Update: FY09
Although fiscal 2010 figures related to American Recovery and Reinvestment Act (ARRA) funding are not yet available, fiscal 2009 figures have been released for the research-oriented agencies that were major recipients (see IBO 2/28/09). The National Institutes of Health (NIH) reported that fiscal 2009 ARRA-obligated, ARRA-funded awards totaled $1,354 million. An August report released by the Obama Administration, “The Recovery Act: Transforming the American Economy through Innovation,” explained that as a result of ARRA funding for the NIH, the number of complete human genomes predicted to be sequenced in the next few years will surpass the current number 50 times.
Out of the $3 billion in ARRA funds awarded to the National Science Foundation (NSF) (see IBO 2/28/09), $2,402 million were obligated as of September 30, 2009. Of the $2,500 million in ARRA funding received in fiscal 2009 for Research and Related Activities, $2,063 million were obligated.
The Department of Energy (DOE) reported $1,067 million in budget expenditures incurred for the Recovery Act in fiscal 2009, out of a Recovery Act budget authority of $36.7 billion (see IBO 6/15/09). Fiscal 2009 ARRA budgetary expenditures for “Science, Discovery and Innovation” included: $22.1 million for Basic Energy Sciences, $9.7 million for Biological and Environmental Research, and $15.0 million for Laboratories Infrastructure.
