Brazil
Following the impeachment of Brazilian President Dilma Rousseff last month, interim President Michel Temer combined the country’s Ministry of Science, Technology and Innovation (MCTI) with the telecommunications and internet regulations ministry. Brazilian scientists have been protesting the integration, which they believe will greatly debilitate scientific R&D. Since 2013, authorized funding for the MCTI has been steadily decreasing, declining 37% just this year. A loan agreement for the MCTI with the Inter-American Development Bank (see IBO 9/15/15) will require renegotiation.
