The Chinese National Bureau of Statistics released its Statistical Communiqué of 2013 National Economic and Social Development. R&D spending comprised 2.09% of GDP, rising 15.6% to CNY 1,190.6 billion ($194 billion). CNY 56.9 billion or 4.8% of that amount, was for fundamental research programs. The National Key Technology Research and Development Program and High-tech Research and Development Program executed 3,543 and 2,118 projects, respectively. Product-inspection laboratories numbered 30,098 by year end, 556 of them national inspection centers. Of medical and health institutions, 24,720 were hospitals. Water quality was monitored at 704 sections of China’s 10 major river basins, with 71.7% of sections meeting national standards for Grades I to III for surface water, and 8.9% below Grade V. Ocean water quality was monitored at 301 offshore stations; 74.4% met national Grades I to III standards, while 25.6% of stations had water below Grade IV. In cities, 87.9% of sewage was treated, up 0.6%, with a daily treatment capacity of 122.46 million cubic centimeters, up 4.4%.
