In 2013, national R&D spending grew 15.0% to CNY 1,184.7 billion ($193 billion). The proportion of R&D expenditures to GDP rose 0.1 percentage point to 2.1%. Spending on basic research, applied research and experimental development grew 11.3%, 9.2% and 16.0% to CNY 55.5 billion, CNY 126.9 billion and CNY 1,002.3 billion, respectively. Expenditures by “all types of enterprises,” “research institutions subordinated to the government departments” and universities rose 15.7%, 15.0% and 9.8% to CNY 907.6 billion, CNY 178.14 billion and CNY 85.67 billion, respectively. The regions with the highest proportions of national R&D expenditures were Jiangsu, Guangdong and Beijing, at 13%, 12% and 10%, respectively. Science and Technology funding allocated by national, central and local finance grew 10.4%, 4.4% and 15.7% to CNY 58.5 billion, CNY 272.9 billion and CNY 345.6 billion, respectively.
