China’s R&D spending increased 24.4% to CNY 461.6 billion ($67.5 billion) in 2008, according to the National Bureau of Statistics. Experimental-development expenditures increased 25.5% to represent 82.8% of total annual R&D expenditures, while spending on applied research and basic research increased 16.7% and 26.5% to represent 12.5% and 4.8%, respectively. Enterprises’ R&D spending increased 26.1%, R&D spending by research institutions under government departments rose 17.9% and R&D expenditures by universities increased 24.0% to make up 73.3%, 17.6% and 8.5% of the country’s 2008 R&D spending, respectively. Allocations for science and technology rose 22.2% in 2008 to CNY 258.18 billion, or 4.12% of national expenditures. This amount includes a 19.4% increase for science and technology promotion to CNY 212.9 billion and a 37.0% increase in expenditures for capital construction to CNY 45.2 billion.
