The European Commission has adopted specific rules for active and intelligent materials and articles intended to come into contact with food. The rules apply to substances that are part of a separate container or are directly incorporated into packaging material. The European Food Safety Authority (EFSA) will carry out the safety assessment of the substance or combination of substances, and decide whether they should be included in the list of authorized substances that may be used in active and intelligent components. The regulation sets a maximum tolerance of 0.1 mg/kg in food for the migration of a nonauthorized substance through the barrier between the packaging and the food. Following the EFSA’s publication of the safety assessment guidelines, which is expected in six months, applicants have 18 months to submit new substances.
