India’s 2010–2011 budget proposal increased funding for the Ministry of Science and Technology by 17.0% to INR 4825 crore ($1.1 billion). Within the Ministry, the Department of Biotechnology’s budget rose 19.3% to INR 1222 crore, 32% of which goes to R&D, a 15.7% increase. The budget for the Department of Science and Technology, also part of the Ministry, increased 11.1% to INR 2639 crore. Nearly 100% of the Department of Scientific and Industrial Research’s budget, which grew 18.5%, goes to the Council of Scientific Research (CSIR). The CSIR received an 11.3% increase in funding to INR 2930 crore. CSIR funding for 37 National Laboratories and 38 field centers increased 95.0% to INR 2120 crore. Also proposed was raising weighted tax deductions for in-house R&D from 150% to 200%, and an increase from 125% to 175% in weighted deductions for payments to institutions, universities and research associations for scientific research.
