Latin America

A second meeting regarding science and technology in Latin America took place in March in Mexico, resulting in a plan to enhance the region’s collaborative research. Representatives from 18 Latin American and Caribbean nations attended the meeting. The plan urges policy makers to classify projects for regional collaboration. It also encourages a record of scientific infrastructure in order to improve the system for the sharing of facilities. Other subjects for discussion outlined in the plan include an analysis of the region’s innovation systems, support for innovation in industry, the benefits of fostering innovation through direct financing instead of fiscal incentives, and determining what part universities and public research centers should play in encouraging innovation.
