R&D

Based on preliminary figures, US federal budget authority for R&D fell 7.1% in fiscal year 2013 (FY13) to $133.5 billion due to the sequestration. In FY12, it declined 0.4%. Nondefense R&D budget authority fell 3.6% to $61.5 billion, compared to a 4.4% increase in FY12. By budget function, nondefense budget R&D authority for health, natural resources and environment, general science and basic research, agriculture, and energy fell 4.3%, 4.8%, 7.5%, 7.7% and 11.3% to $30.1 billion, $2.2 billion, $9.7 billion, $1.9 billion and $2.0 billion, respectively. Excluding R&D plant (the acquisition of, construction of, major repairs to or alterations in structures, works, equipment, facilities or land for use in R&D activities), FY13 budget authority for nondefense R&D declined 3.9% to $59.6 billion. For R&D plant, it was flat at $2.0 billion. In constant 2005 dollars, R&D budget authority fell 9.0%.
