According to Reuters’ “Top 25 Global Innovators—Government” list, the Alternative Energies and Atomic Energy Commission (CEA) (France), the Fraunhofer Society (Germany), and the Science and Technology Agency (Japan) are the top three most pioneering government-funded institutions that are advancing science and technology. The US has six institutions on the list, France and Japan both have four, and Germany has three. The top US institution is the Department of Health and Human Services, placing fourth. The CEA is a government research organization focusing on energy, defense and security, and information and health technology. The CEA is made up of 16,000 researchers in 10 public institutions within France. It topped Reuters’ list due to the significant number of patents that its researchers successfully apply for and the citation of those patents by non-CEA researchers, implying a high commercial potential and wide impact of their research.
