The Turkish government’s preliminary 2013 R&D budget is TRY 4,770 million ($2,463 million), which would be a 5.5% increase. By activity, 41% of the budget will support “general advancement of knowledge: R&D financed from General University Funds (GUF).” Defense, “general advancement of knowledge: R&D financed from other sources than GUF,” “industrial production and technology,” and other objectives will account for 20%, 11%, 10% and 18%, respectively. Indirect R&D support, which includes tax incentives, exemptions, lower wage taxes for R&D employees and social security payments, will be TRY 1,007 million this year. In 2012, the government’s R&D budget grew 2.2% to 4,523 million, or 0.32% of GDP, with R&D accounting for 1.1% of the government’s budget.
