The Turkish government has allotted a preliminary TRY 5,528 million ($2,717 million) to R&D in 2014, a decrease of 5.1%. The greatest portion of the funds, 38%, will be for “general advancement of knowledge: R&D financed from General University Funds (GUF).” Defense, “industrial production and technology,” “general advancement of knowledge: R&D financed from other sources” and other objectives will receive 25%, 16%, 10% and 11%, respectively. Consisting of tax incentives, exemptions, social security subsidies and decreased wage taxes for R&D personnel, indirect support for R&D will be an estimated TRY 1,178 million, an increase of 27.6%. In 2013, the Central Government spent 1.28% of its budget and 0.37% of GDP on R&D. Funding for R&D in 2012 increased by 28.9%, accounting for 1.11% of budget spending and 0.32% of GDP.
