According to a study assessing legislation and policies affecting International Higher Education (IHE) in 26 countries, Germany and Malaysia have the best policies supporting IHE. The results are based on rankings for three categories: openness of HE and support of international mobility for students, academics and university programs; quality assurance of international students, and recognition of domestic and overseas qualifications; and access for students from disadvantaged backgrounds and policies supporting sustainability in HE. Germany and Malaysia scored “very high” in all three categories, while Australia and the UK scored “very high” in openness and quality assurance, and “high” in access and sustainability. The study aimed to compare the IHE policies of various countries to identify where IHE is most supported to encourage global R&D collaboration. While student mobility (i.e., accessible visa policies, work opportunities for international students) was ranked high for virtually all countries, quality assurance and recognition of international degrees are areas that require further progress and development for most nations.
